Project Background
Milton Keynes Council is preparing a ‘Supplementary Planning Document’ (SPD) to set a context and framework for the transformation of the Central Bletchley area.
The preparation of an SPD to support the regeneration of Bletchley is included as an Action in the current Council Plan. It also responds to a commitment in the Central Bletchley Prospectus to set out additional planning guidance for the area. The SPD will supplement the principles for Central Bletchley as set out in Policy SD16 of the adopted Local Plan (Plan:MK)
Looking at Central Bletchley as a whole, the SPD will support the comprehensive regeneration of the area, avoiding piecemeal development and maximising the area’s ability to capitalise on the opportunity for new investment in terms of housing, offices, shops, community and cultural facilities as well as open space/public realm improvements created by its important location on the East West Rail route as well as West Coast mainline.
The SPD will inform potential developers, landowners and other stakeholders of the land use planning, urban design and transport opportunities and constraints within Central Bletchley and will provide guidance to inform and guide the preparation and consideration of planning applications for future development.
The information in the SPD and the feedback received via this engagement activity, will also provide an up to date context and ambition for the area and will be used by the Council as it considers a review of Plan:MK.
Relationship to other plans and projects:
Alongside the SPD, there a couple other important and related projects underway affecting the Central Bletchley area:
The Bletchley and Fenny Stratford Town Deal: In March 2020, the government announced the approval of a £22.7mn investment plan for Bletchley and Fenny Stratford from the £3.6bn Towns Fund. The Towns Fund aims to improve the economic sustainability of towns with a focus on creating jobs, supporting town centres, boosting businesses and connecting people to where they live and work. The funding will support the delivery of a number of key projects that will help to bring major improvements to the Bletchley and Fenny Stratford area over coming years. Bletchley and Fenny Stratford Neighbourhood Plan: the Town Council is working on a neighbourhood plan for the whole of the parish, excluding the Lakes Estate which already has its own plan. Ideas set out in part of the SPD could be included in the emerging neighbourhood plan and vice versa. More information is available on the Neighbourhood Plan website.
A Transport and Parking Strategy is also being prepared to provide background information for the SPD on sustainable travel modes and other potential infrastructure changes that capture the opportunities for the area presented by the new East West Rail route.
